Check if the instructor has the qualifications and training required to teach others how to swim. Determine which certifications they have such as those related to safety like CPR and first aid. They must have experience in formal teaching and not just those time they spent as a competitive swimmer or teacher for family members and friends. The instructors may have the skills to teach others but they might not have the knowledge of basic skills and terms which makes it learning easier.
